Campaigns that produce likes instead of customers are usually working perfectly. They were built on an objective that told Meta to find people who engage, so that is who it found. The fix starts one level above the creative.
Why Meta ads stall in Sri Lanka
Three problems account for most of it. The objective is the first, and it is the one almost nobody checks, because boosting a post is quick and the resulting reaction count looks like progress.
The second is the learning phase. Meta needs somewhere around fifty conversion events per ad set per week before its optimisation becomes reliable. Splitting a modest budget across six ad sets guarantees that none of them ever gets there, so every ad set stays permanently in a guessing state. Fewer ad sets with more budget each will almost always beat a wide, thinly funded structure in a market this size.
The third is creative fatigue. Sri Lanka is a small audience pool, which means the same people see your ad again and again within weeks rather than months. Performance decays faster here than the international benchmarks suggest, and the answer is a queue of genuinely different concepts rather than recoloured versions of one idea.

How a campaign gets built
Account and event review
Business Manager structure, Pixel health, event quality and existing audience assets are checked. Broken or duplicated events are fixed before anything is launched.
Offer and audience definition
What is being advertised, to whom, and what happens after they click. A campaign cannot rescue an offer nobody wants, so this conversation happens honestly and early.

Questions we get asked most
What is the minimum budget for Facebook ads in Sri Lanka?
Meta needs roughly 50 conversion events per ad set per week to optimise properly. For most Sri Lankan businesses that means LKR 30,000 to 60,000 per month at minimum. Spreading a smaller budget across several ad sets is the most common reason campaigns never leave the learning phase.
Why do my Facebook ads get likes but no sales?
Usually the campaign objective is wrong. Engagement and reach objectives tell Meta to find people who click and comment, not people who buy. If enquiries are the goal, the campaign has to be built on a leads or conversions objective with a properly configured Pixel event.
Do I need the Conversions API as well as the Pixel?
In practice, yes. Browser tracking loses a meaningful share of events to ad blockers and iOS privacy settings, so Meta optimises on incomplete data. Server-side Conversions API recovers much of that signal and usually improves reported cost per lead within a few weeks.
How many ad creatives do you need?
Creative is the main lever on Meta, far more than audience targeting. A test normally starts with three to five distinct concepts rather than five colour variations of one idea, then rotates in new ones as performance decays. Ad fatigue in a small market like Sri Lanka arrives faster than in larger markets.
Can you run boosted posts instead?
Boosting from the Page is fine for reach on organic content that is already performing, but it exposes almost no targeting or optimisation control. Anything intended to generate enquiries should run through Ads Manager where objectives, placements and events can actually be set.
Do you handle Instagram as well?
